[governance] Foreign Policy of the Internet

I am wondering whether this is related to the Stuxnet and Stars "attack" on
Iran's nuclear facilities. If the Iranians are really going to disconnect
their cyberspace from the world, then it signals that the threats that they
perceive as threats are coming from "outside Iran".
