Is that "no discrimination by content type", or "no discrimination by
volume"?
If a movie takes 1GB to deliver, would be allowed to say "sorry, no
files above 0.5GB"[1] which would be a disguised ban on movies.
[1] Or perhaps "unless you pay extra".
