[governance] Re: CSTD Q5-Financing the forum

Hi Marilia, here are my thoughts on the funding issue:

[1] Does IGF follow a certain funding model? I see a lot of government
donors from the list so I am assuming only that the funding is for policy
innovation. If funding is relied on governments there is a strong
determination to prove that whatever program there is should really work
(impact and cost). So I take it that there is a need to define and implement
a funding model.

[2] What is the funding needed for? To be more specific on what it is needed
for might narrow down a list of organizations to approach. Most of these
organizations have probably laid out their plans for philanthropy so we're
looking at a few research work needed to check out these organizations.

The institution I work for here in Texas gets most of our funding from
federal grants and private donors. We get a lump of our state funding from a
title grant that hands out the funds to priority institutions - think of it
as an "improvement" grant that includes professional development and
partnerships in learning communities. Bottom line is, we have grant writers
who write, research and report because most grants are competitive. Here in
Texas, educational insitutions use a Texas-design transformation or
turnaround model for implementation.

Anyhow, these are just my thoughts on the matter. I'm not sure how the UN
does it, but it would be helpful if clarified. Thanks.

Regards,
Charity Gamboa-Embley
