[governance] CSTD nominations

As requested by the coordinators, the Nomcom has cut the previous list of 10
names for civil society nominations for CSTD back to 5. The names selected
by the Nomcom are

Izumi Aizu
Anriette Esterhuysen
Parminder Singh
Marilia Maciel
Wolfgang Kleinwachter


I leave it to the Co ordinators to forward these names to the CSTD
Secretariat.
