Well, there have been numerous long threads debating this in the past.  For example check out the "IGC members list" thread at http://lists.cpsr.org/lists/arc/governance/2008-07/thrd3.html.  Your interpretation may appear obvious to you, but there are others for whom the contrary interpretation is just as obvious.  So, I don't think we are going to solve the question one way or another without a charter amendment.
