[governance] Next CSTD WG on IGF - likely to be in Geneva

In the morning, several government delegates asked/criticized the location
of CSTD WG moving outside Geneva, and asked the Chair/Secretariat to
reconsider. It is highly likely that it will be held in Geneva.
