Dear Friends and colleagues:

Since February 14th, I am the Head of the Area Office of ITU in
Honduras serving Mexico, Guatemala, Honduras, El Salvador, Nicaragua,
Costa Rica, Panama, Cuba and the Dominican Republic.

I will be moving to Honduras at the beginning of March.

I count on your advice and help to assist these countries in
developing their telecommunications and making real the promise of
using ICTs as a catalyzer for human development, as you can count with
me for anything you think I might be helpful.
