Actually there might be a situation in which the gov does not want to
block access to the domain, but dispute the right to it on, say,
cultural grounds (as in my example) -- a dispute in which it acts in
favor of a local cultural asset, for example.

I agree with Avri that "requesting a veto" is equivalent to "filing an
objection".
