[governance] Revised version of statement on themes for Nairobi

I support Norbert's suggested inclusion - the second proposal:

"Empowerment to fully benefit from today's information and communication
> technologies is particularly important for people who struggle with

rather than the first, only because "must be empowered" offers a
handle to hang opposing arguments from.
