[governance] Third (and final for now) phase of improvements to IGC website

Thank you Jeremy for your hard work and committment, I concur with David and
others in expressing my gratitude.

By the way, the improvements are excellent and it is only the tip of the
iceberg. It represents the 9/10 of work that you have put into it behind the
scenes. I have only one more suggestion which is to incorporate some sort of
widget that is on the IGP Blog that allows viewers to see who has viewed the
material from another part of the blog.
