[governance] Proposed workshop text on CSTD and/or Indian proposal

Hi Jeremy,

I am not sure about the open space for discussion workshop at this
moment because it didn't receive adequate participation, a large
number of IGC members didn't participate either............I am
checking one option with another organization for a possible joint
workshop on Open Government Data but that is still in exploration
stage.

I'll update you on the developments as I think through this once more.
