[governance] Criterion for charter voting

Jeremy, thanks for all your work on this.

"In amending the charter, everyone who voted in the previous election 
will be deemed a member for amending the charter."

And that does seem to be what happened.

I hope it won't come to disqualifying voters, or holding the vote 
again. Need to move on.
