ICANN is travelling around the world doing outreach, IGF is travelling around the world doing outreach, why the WSIS Forum, which needs outreach, should stay in traditional places? The "Annual WSIS Forum" should travel - between 2011 and 2015 - around the world to the five regions and come back as "WSIS III" in 2015 to a more neutral place.
