[governance] Draft letter to Under-Secretary-General Sha for comments

dear all,

I personally agree with the contents of this letter that deeply express our
concerns.
It is inconceivable that we could return to the starting point of all
discussions that took place during the preparatory meetings for Phase 1 and
2 of the World Summit on the Information Society.

I thanked us all for being supportive and to be constant, constructive and
prudent in all mechanisms of disorientation in relation to the evolution of
digital technology.

The experience proved enough to the real civil society is that the IGC is
not corruptible nor passive.
We do not lower the bar any price.

Let me express to all my sincere considerations.
