[governance] enhanced cooperation consultations

I am not sure if IGC members are aware that the enhanced consultations 
in New York on the 14th December are now 'really' open to all CS 
entities accredited to WSIS process apart from those with ECOSOC status 
and the list of speakers is open to be registered for. Pl see

I think our communication to the UN system in this regard has had good
