It makes a lot of sense to me, even though it is, as you say, controversial.  A variant on this is what I proposed by way of a consociational bureau for the IGF: read pages 294 to 297, 466 to 467, and 471-474, and 478-482 of my book at http://books.google.com/books?id=G8ETBPD6jHIC.
