But it wasn't intended for you to guess that the University of Berkeley 
might have the domain berkeley.edu

And what of a hypothetical University of Berkeley in Australia?

berkeley-au.edu is inelegant for many reasons, whereas extending the TLD 
space and assigning berkeley.edu.au is both memorable and scaleable.
