What are they?  The OECD will never be inclusive enough, even geographically.  The ITU has already considered, and rejected, reforms to increase civil society participation.  ICANN's mandate is too narrow.  ECOSOC (CSTD)... possibly.  But why, when the IGF already exists and the Secretary General has only just posted a statement calling for it to improve its format, functions and operations with a view to producing more tangible outcomes?  Surely this is a golden opportunity...?
