Thanks Ginger for bringing it up in the list. IDN development and
deployment involve contributions of numerous unknown or unidentified
persons or groups. Irrespective of whether the names of these
contributors were recorded in the history, their works are always
appreciated by the IDNs users.
With respect to policy development, it is difficult to attribute
anything to any specific person. Even for a small topic
(e.g. http://forum.icann.org/lists/sync-idn-cctlds/), they could see
how many people have made the comments to make the policy built up.
