In my understanding, they are separate groups, although there may be overlapping memberships.
The origin of the "panel of 15" can be traced to the General Assembly resolution 58/32 from 3 Dec 2003;  GA requested UNSG to study information security threats with the help of an international expert group. UNSG reported on the work of the group to the GA in 2005:

This document includes also a list of members. Member countries seem to have changed somewhat.
