AW: [governance] IGF continuance and ECOSOC

Does anybody know whether this UN Panel of 15 has something to do with the ITU High Level Group on Cybersecurity, which was also established in 2005? And who knows the text of the 15 recomendations, the NYT article refers to? According to the article, these receommednations went directly to the UN Secretary General. Does it include a receommednation for a convention on cybersecurity?
