In my personal (non-coordinator) view, management of the IGF is a case where some (accountable, transparent) hierarchical structure is needed.

Yes in principle. However lets be innovative and discuss also new creative mechanisms linked to the emerging concept of "liquid democracy" as it is disucssed with the German branch of the Pirate Party

I do not say that we should copy these concept but we can take this as a source of inspiration to think about future models how representation and participation, top down and bottom up, can be linked together in a more efficient way that the traditional structures we have inherited from the 20th century policy development process.
