I suggest that to maintain this openness but to reduce complaints about the volume of votes on the list, we will experiment with an optional Web-based vote next time, with registration and open archives of votes cast. If anyone lacks Web access, they could still vote here.

Well, I do agree and I can only say that I (and at least certain others too) were under a misapprehension about what was required. Hopefully the future revised Charter can be clearer on this.
