[governance] Results of consensus call on letter to UNSG

The results of the consensus call are 81 supporting the letter, and one abstaining.  The one abstention actually appears as a "No" response, but the intent to abstain was clarified in private email to me.  In any case, this is a very clear favourable consensus.

I have a list of the voters and their votes, and will put it up on the Web site, along with the text of the resolution, shortly.  In the meantime I can email that list to anyone interested as a CSV file.  I will also liaise with Ginger about transmitting the letter to the UNSG.
