[governance] REVISION 4 Draft statement to UNSG on

Yes, a five para statement with several specific decision notes and 
referral quotes is not too much as long as they are repetitive and 
blurred away at the end. I support Siva with concerns that by making 
a shortcut statement we may loose the essence of CS role or what we 
actually want to be understood.
