[governance] CS speaker suggestions for the opening and closing

Hello,

speaking form LAC, I suggest Valeria Betancourt as a speaker. She's 
doing a remarkable work in the region, organizing the IGF LAC 
preparatory meeting and mobilizing actors from different sectors around 
the issue of Internet Governance.
