[governance] Sad news re Francis Muguet

This is really shocking news and I still cannot believe that Francis
has left us. His ideas, his initiative and drive have been part of his
wonderful sharing and last month we had detailed discussions in
Geneva. May God rest his soul in peace. This is so sudden, he wanted
to do so much and was doing some amazing amount of work on the name
space opening and its still difficult to believe. It is indeed a great
loss.

My deepest condolences to his daughter Flore and his family.
