They have? As a UK resident that comes as news to me.

Currently, several ISPs have "traffic shaping" that is bandwidth-driven 
rather than content-driven. As a commercial decision, you can buy an 
access account which has a daily bandwidth cap, and p2p is one of the 
obvious things which might trigger such a thing.
