[governance] Congratulations

Hi

Having publicly declared myself to be a native Chicagoan and guessed  
that Obama's staff might actually know what they were doing this time,  
I guess it's incumbent upon me to say congrats to our Brazilian  
colleagues as well.  Even folks raised on blues and beer love samba  
and caipirinhas...
