[governance] APC assessment of the fourth IGF

I fully agree. This is a very good review (even if I don't share APC's 
opinion on the delegation of the IANA functions to ICANN as soon as 
possible. At least I would want to see how the new review panels get 
implemented and what impact they have on the accountability of ICANN.
