My feeling is that if you want to understand Pakistan's position today, One
must look back too Zulfikar Ali Bhutto ** "President of Pakistan from 1971 to
1973 and as Prime Minister from 1973 to 1977. He was the founder of the
Pakistan Peoples Party (PPP), the largest and most influential political party
in Pakistan." ... 

"In early 1972, Bhutto nationalized ten categories of major industries"
(Incl. Telephone)

Today the Pakistan Peoples Party (PPP) holds 30% of the vote.***

Many of the Countries on the ITU's 2001 list, are 'nationalized'
infrastructures, some by necessity, some by political ambitions.

That's why it is, the way it is.
