That's precisely what I mean. You can't just count comments, not all of them are perceived as equal by the Commerce Dept.

Depends on how you interpret the meaning of "statistics".  As an old Washington hand, I happen to know that companies with paid lobbyists, PACs and deep pockets tend to have multiplier effects in the Congress that pales the single name identifier.
