[governance] Twomey recommends extending the JPA

My reading of the Twomey testimony (and I haven't yet listened to the  
audio), is:

1. He asks for the U.S. to *end* the Joint Project Agreement, by which  
ICANN and the U.S. set ICANN's agenda and policy priorities; but

2. The U.S. should take some comfort in doing 1. because it still has  
the IANA contract by which it will be able to exercise oversight  
authority.

This makes sense as a next step, and I fully support it!
