To simplify, yes. In the current political context, any talk of extending JPA to "increase accountability" plays into the hands of US-based business interests and US nationalists. There will always be some interest group that is not satisfied with ICANN. If all of them (irrationally) view the JPA as leverage to achieve their specific goals, we will never get out of it. Yet that is the game everyone seems to be playing. ____________________________________________________________
