[governance] New Appeals Team

This is the paradox of the appeals team - we get the best people in and 
then are glad if they don't have any work :-)

Warm welcome to the new appeals team, thank them for volunteering their 
time and energies for this important task .... and thanks as well to the 
previous appeals team ....
