[governance] IGC NomCom Draft Report and Recommendations

I agree with Ginger. Consent is the nomination, 
and it has been applied for the selection. For 
Fouad, the surprise could be the final list, as 
we read from Milton and others. Congratulations, 
and the best of luck to the new MAG.
