[governance] CS speakers for IGF opening and closing sessions

I think that it is just as reasonable to look for gender balance, as it is
to look for regional (geographic) balance among our many qualified speaker
candidates.

I suggest that Graciela Saleman and Valeria Betancourt be considered for
speaking slots.

I think its important we respond to this as a group, and I also think its
important that the names we put forward are people we know will do a good
job. Jeanette, would you be willing to join the co-ordinators in a small
committee to vet names put forward on this list? And if anyone else would
like to join this small group to co-ordinate a list of names to go forward
could you drop me or Parminder a line?

If that's acceptable, we can ask people to nominate names for consideration
here. I would like to begin that process by putting forward for
consideration Anriette Esterhuysen.
