[governance] some more on EC 'enhanced cooperation'

Thanks Renate,

Can you or anyone else expand on whether this should be read between the 
lines as relating directly to do something about enhanced cooperation on 
human rights as they relate to IG? Or is this simply the term enhanced 
cooperation reappearing elsewhere?
