[governance] Consultation - live feed for Mac

If you are on Mac, you may have figured out by now.  If not, one of 
the fine folks doing the feed finally uncovered what is necessary. 
Instead of the current VLC release, 0.8.6f, go back to the earlier 
0.8.6d
