[governance] dates for September IGF consultations

Dates for the September consultations have been set:

16 September: Open Consultations
17-18 September: MAG meeting.

I wouldn't buy tickets or book hotels yet, as we've seen in the past 
dates can move a little.  But good enough for early planning.
