I do agree this is not a matter of civil law. I meant by private law  
enforcement "enforcement by - or through - a private partie", not a  
LEA. I should probably have said "privatized law enforcement". In the  
same way, when I say private or admnistrative justice, I mean a  
(normally) legal decision to be made by court is made either by a  
private party (generally the ISP in the notice and take down  
procedure) or by an administration (here the US Treasury Dpt.)
