This part of the EU statement is a good example of how this issue could
be framed in a way acceptable to me.

Had you said something like that, it would show a recognition of and
willingness to accept the good aspects of post-telecom monopoly
liberalization policies. 

In other words, yes, I agree with you we are fighting a "proxy war"
about broader political philosophies/ideologies. When you make grand
pronouncements about "ensuring universal access" I can always read
between the lines: expand state action in a way that reproduces all the
mistakes of the post-colonial developing world's wrong turn into
dirigiste and socialism. There seems to be no recognition of the many
flaws and problems associated with that, only an insistence on "market
failure." (Not to mention the problem that globally, there is no state).
Yet, I am unwilling to concede either that your position is the majority
one in civil society or even that it represents the best interests of
developing countries. Or, even if it is the majority position now, I am
convinced that given time and exposure to facts and logic that people
will change their minds in the right direction.

Off list, I will send you a paper I wrote on universal service policy,
entitled, "Universal Service Policies as Wealth Redistribution." If
nothing else, you will have a more accurate understanding of my
position.
