The inimitable Harold Feld weighs in on network management with an
interesting idea that I haven't seen before:

If anyone has to do it (and for Feld that's still a *big* "if"), the proper
way is to empower users to do it.  (That is, to mandate that ISPs empower
their users to do it, 'cause ISPs certainly won't do it -- i.e., give up
the control -- on their own recognizance.)

This is the kind of thing that regulation is best used for, and it honors
the nondiscriminatory principles of common carriage, as well as the
user-driven dynamics of a genuinely competitive market.
