Adam,

I turns out that there is a pretty good discussion on the chat, some of which I guess you have seen.

Seems there have been problems with the network in Italy, perhaps a DDoS there.  This afternoon (Geneva time anyway) bandwidth across the mountain to Torino dropped apparently to about 20 percent of the earlier.  Those seem to be the best guesses to the moment.
