[governance] Consensus Call - IGC statements

A small addition.

We will add in the statement on the MAG, that 


"The caucus supports the continuation of Nitin Desai as the Chair of the
MAG. We recognize and commend the role that he has played in guiding the MAG
and the IGF through difficult formative times."

We have said such a thing in our 2007 statements.
