[governance] Date change and possible Venue Change for IGF India

[Izumi AIZU]

As was announced in the IGF official website, they are going to change the
date of IGF, to avoid clash with Islamic holidays.

And I heard at the ICANN Delhi meeting that the venue may also change
from Delhi to Hyderabad where a new international airport has just opened.

Unconfirmed, but likely.
