[governance] Watch out for that hate speech

Milton,

It's not just a domestic issue.  There's a push now in the UN led by  
Saudi Arabia, Malaysia, and other Islamic countries for a UN  
instrument to ban the "defamation" of a religion, e.g. in cartoons,  
in line with the promotion of a "culture of peace."  The concept has  
been endorsed by the head of the General Assembly...
