[governance] Themes for the coming IGFs

Hi all,

thanks for this briefing . In my modeste experience and to be in africa
reality , I think three themes above can be maintened in topics:

* Reaching the next billion;

* Promoting cyber-security and trust;

* Managing critical Internet resources;
