[governance] Draft of Chairman's paper

Ian and all,

  Maybe that's why its called a "Draft", humm?  >:)  Still it does
seem a bit odd that a draft, without soliciting comments, remarks,
or potential changes to it, was published?  I hope this "Draft" is
not a preview to coming IGF process attractions.  If so, the
beginning of demonstrably demonstrated beuracratic behavior
has begun and will likely get worse before it gets better...
