In today's ICANN, i think, yes.

however, taking tongue out of cheek.  it is one thing for the USG to  
say so - and as any country they have the ability to be as commanding  
and  imperious in their statements as they wish.  what remains a  
question is whether the ICANN Board, to whom all advise, imperious or  
otherwise, is directed will do as commanded.
